The Importance of Dialogue for the Evangelical Churches in Romania in the Context of the Expansion of the European Union

I am not only from Communist Romania, I am also a Christian brought up in the conservative Pentecostal tradition. Nevertheless I am convinced that the problems of the world today cannot be solved without ecumenical dialogue in the spirit of Jesus Christ.

During my high school years in Oradea I was confronted by two groups: the Orthodox and the atheists. A young Orthodox who discovered that I was an Evangelical told me that I had rejected the true faith. The atheists told me that I was nothing, that there was no future for me and that my experience of God was just a fantasy.

The Communist period in Romania was characterised by monologue rather than dialogue. For Evangelical Christians their monologue consisted of questions about suffering, persecution, prison and corrupt leaders.

Introduction

Greece is like the daughter of a mixed marriage. As the first EU member-state of Orthodox tradition and due to its religious, cultural and historical profile, Greece has a dual outlook both to the West and the East. It did not directly experience the Renaissance, the Reformation or the Enlightenment and is the only Orthodox country not to have lived through Communism. It is also at the origins of the classical tradition but also ambivalent towards the western world. Because of that, Greece has a somewhat exceptional socio-religious profile compared to the Western European religious model of secularisation and religious modernity/postmodernity.

Welfare and Religion in a European Perspective: Introduction to a Europe-Wide Research Project

The aim of the project Welfare and Religion in a European Perspective (WREP) has been to look at the role of majority churches as agents of social welfare across different European societies. Its essence can be found in the following questions:

  • what roles do the historic churches of Europe play within the different welfare systems that exist in the continent?
  • to what extent are they providers of welfare?
  • how, more broadly, how do they influence welfare at a normative level – either through their historical roles or through continuing public debate? – and finally,
  • how do these activities match, or fail to match, with public expectations?

The background to the project lies in (a) the significant economic and social changes currently taking place in all developed societies, not least in Europe and (b) an equally significant set of changes which relate to religion.Taken together these transformations challenge existing models of welfare organisation. The task moreover is highly topical: questions concerning the organisation of social welfare are high on the political agenda all over Europe.

After the NATO intervention in Kosovo in 1999 an agreement led to the total withdrawal of Serbian troops, but independence for Kosovo was never an option. In 1999 the UN became the de facto government. There is still no decision, however, on whether Kosovo will become independent at some point in the future, or gain some special status within Yugoslavia. One basic problem is that the Kosovar Albanians want independence but the Serbs will not countenance this. There is a nominal framework in place in Kosovo for the Kosovars to run their own affairs, but in the absence of a decision on the future fate of the country this is not happening, and the UN is still running everything. There has been no progress in passing new laws or improving the political structures. In 1999 Kosovo was in fact a failed state. The Serbs had gone and the Albanians were debarred from participation in government for ten years. Education, social welfare, the military and the police had all collapsed.

Croatia has just received permission to seek entry to the European Union. The aim is to achieve membership in 2007 along with Romania and Bulgaria.

In 1966 a Protocol between the Yugoslav government and the Vatican had a spill-over effect leading to greater freedom for all religions in Yugoslavia. In 1967 Billy Graham held a three-day rally in Zagreb, the first in any communist country, and 1968 saw the first Croatian translation of the Bible done within the country. (Other translations had been done since the seventeenth century, but none in recent history, and all abroad.)

The census of 2001 revealed that the population of Croatia had actually declined over the previous decade. It had also become more homogeneously Catholic: from 76·6 per cent of the population in 1991 to 88 per cent in 2001. The second largest denomination, the Serbian Orthodox, had declined from 7·6 per cent to 4·4 per cent. All other religions remained as very small minorities.

‘Central Asia’ is a very vague geographical concept, but I shall be concentrating on the five former Soviet states of Kazakhstan, Uzbekistan, Tajikistan, Kyrgyzstan and Turkmenistan. Together they cover an area eight times the size of France. Their total population is about 55 million. However, human settlement is very unevenly distributed. The physical environment in much of this territory is harsh; the potentially fertile areas need a great deal of water. As a result, water management is a critical issue, presenting opportunities for communal effort and cooperation, but also for dispute and conflict.

The traditional theory about modernisation is that it necessarily involves secularisation. In my 1994 book Religion in Britain since 1945: Believing without Belonging I showed that a decline in churchgoing in Britain was matched by a decline in active membership of political and social organisations, and that what we were seeing in Britain was not so much a decline in belief but a change in the way that belief was expressed. The phenomenon seems to be a general symptom of late modernity. As young people escape from the authority of a church structure they don’t just lose their belief; it simply changes – becoming immanent rather than transcendent for example. And there is some evidence that once the shackles are shaken off people return to ritual. In countries like Poland or Eire, where young people still feel the pressure of church discipline, they tend to rebel; but in other European countries at least some young people (in contrast to their parents) are opting, once again, for church marriages.

In December 2002 it was agreed that ten countries would join the European Union: Cyprus, Malta and eight formerly communist countries of Central and Eastern Europe (the three Baltic States, Poland, Hungary, the Czech Republic, Slovenia and Slovakia). Their accession date has been set for 1 May 2004. All these countries had fulfilled entrance criteria named in 31 ‘chapters’ and covering a very wide range of concerns; the European Commission had taken a very tough stance on all of these. Hungary is regarded as the best prepared of the accession countries, with a large slice of foreign investment. The Baltic States, where there has been a remarkable story of reform, are led by Estonia, which for some time has been the darling of international economic institutions. Poland, Hungary, Slovenia and Estonia have recently been experiencing 4 per cent annual economic growth as opposed to 2.5 per cent for the EU as a whole. Latvia, Lithuania and Slovakia started their accession process only in 2000, but have made good progress on catching up with those who started in 1998. Romania and Bulgaria are progressing, but much more slowly, and Romania has been experiencing economic stagnation for a number of years. The time line for the accession of these two countries is now around 2007.

Five members of the European Liaison Group of Churches Together in the Borough of Croydon recently spent four days at an International Ecumenical Conference in Romania at the invitation of Studium Academicum, an ecumenical training institution set up by a group of pastors of the Reformed Church around Oradea. They were led by Revd Alan Middleton, Croydon Archdeaconry Ecumenical Officer and Chair of the Liaison Group, and included Revd John Greig, his predecessor, and Revd Anna Heffernan, the group’s secretary.
